The 5% GST is the rate per the CGST Act 2017 for cab service. Inter-state tourist-vehicle permits are issued by the Kerala State Transport Authority and typically run ₹2,500–₹4,500 per trip (KMVD government rate, not our pricing) depending on duration and the state crossed.
